Business Service Manager – Business Link Pacific (BLP Tonga)

Business Link Pacific (BLP) works across the Pacific to strengthen the private sector, foster growth of small-to-medium enterprises (SMEs) and build local business support markets. We’re looking for a proactive Business Service Manager to lead our mission in Tonga: to connect SMEs with quality advisory services, drive partner engagement, and deliver sustainable results in the local business ecosystem.
Role Overview
As the BLP Business Service Manager you will be the key driver in Tonga for BLP’s project delivery and local outreach. You will manage BLP’s services, build relationships with business advisory service providers, engage with SMEs, liaise with stakeholders (private sector, government, development partners) and ensure the programme’s responsiveness to Tonga’s business needs. You’ll be both strategic and hands-on.
Key Responsibilities
- Develop and manage the implementation of the BLP programme in Tonga: tracking progress, budget oversight, reporting.
- Map, engage and prioritise SMEs to identify business support needs; refer them to approved Business Advisory Service Providers (BASPs).
- Build and maintain a strong network of providers, ensuring service delivery meets quality standards and relevance to the local market.
- Foster relationships with the private sector (via the Tonga Chamber of Commerce), government agencies, donor/development partners and stakeholders to promote BLP’s value-add.
- Lead capacity-building workshops, information sessions or events for SMEs and service providers.
- Report on programme metrics, outcomes and financials; ensure accountability, transparency and alignment with donor expectations.
- Identify opportunities for innovation, scaling or adapting the service model to local conditions and evolving SME needs.
- Provide assistance to facilitate access and usage of other BLP supported services and facilities.
Essential Qualifications & Skills
- Bachelor’s degree in business administration, economics, commerce or a related field.
- Minimum 5 years’ experience in business development, advisory services, SME support or private sector development. Ideally in Pacific contexts.
- Strong client-facing and stakeholder-management skills with ability to engage SMEs, service providers and partners.
- Proven project management capability: planning, budgeting, reporting, monitoring results.
- Excellent communication skills (written and spoken English; Tongan language an advantage).
- High level of initiative, self-motivation and accountability, you’ll be operating with relative independence in Tonga.
- Strong analytic skills: able to assess needs, monitor performance, report on outcomes and suggest improvements.
- Understanding of Tonga’s business environment and culture is a plus.
